How you choose what software to buy for your small business (e.g. accounting, HR, etc.)

I am working with some friends on starting a business that helps other small business owners figure out what of software (e.g. accounting, HR, data analytics) to buy and then helps them install it and operate it. Think Gartner but without all the fancy conferences and "white papers".

It seems like SMB owners could either have existing software they pay for and be looking for an alternative ("we use X piece of HR tech but want a better one"), or they could be starting from scratch ("we need a data analytics solution but don't know where to get started").

I'm interested in any thoughts / feedback on:
  1. Which of those above two camps you fall into (either "we have something and we want to upgrade" or "we have nothing and we want something")
  2. Which categories (e.g. HR, accounting, marketing, etc.) would be most of interest if a tool existed to help you navigate which pieces of software were good value vs not, and then helped you get the most out of using them.
