Searching: guide to outsource work to freelancers

Hi there,
I’m looking for any resources which help me:
- breaking a SaaS project down into single tasks
- determining whether to learn and build myself vs simply outsourcing (e.g., to what degree do I need the tech stack to hire for great outcomes, but without getting lost in details to build stuff)
- finding adequate freelancers
- testing/probing freelancers despite asymmetry in k owledge
- negotiating fair deals that allow me to keep cost down but still pay adequate amounts to get good work

I appreciate any resources/videos/blogs/books on the topic.
