Grant money need or don’t?

To be brief: my college offers grant money to student startups, but my startup is an app with minimal database costs, hosting, etc, marketing is cheap until I find P/M fit, and they don’t really pay for “salaries” in their criteria. Worth applying? What could I fill the budget portion with?

I feel naive, and I know free money is better than no money (it’s non dilutive), but I can’t think of what I’d use the money for. What should I fill a budget proposal with?
